Long of the short of it, the Lakewood City Ordinance currently requires you to be a "caregiver" to legally exchange marijuana. They have stated that this is the only way to legally exchange marijuana. 1284 requires you to be a Medical Marijuana Center to legally distribute marijuana for profit.
